Service Overview

Shanghai simplifies employee hiring procedures for businesses by offering a unified, cross-departmental one-stop service. Led by the Shanghai Municipal Bureau of Human Resources and Social Security, the service brings together the Shanghai Municipal Medical Security Bureau, the Shanghai Municipal Public Security Bureau, and the Shanghai Municipal Commission of Housing and Urban-Rural Development. The service is available at both the municipal and district levels.

Services Covered

Enterprises can use the service to complete employee onboarding procedures, including employment registration (labor employment filing), employee social insurance registration, employee medical insurance registration, and individual housing provident fund account opening.

Application Materials

The required material is the employee's resident ID card (original document, 1 paper copy). It can be submitted in paper or electronic form. For detailed specifications, please refer to the official instruction page.
